Public Health Program Specialist I

First-level professional position accountable for researching, consulting, planning, promoting, implementing, and/or evaluating a public health program, service, or grant or implementing environmentally influenced public health laws and regulations. At this level, employees provide assistance to partners, contractors, and agencies involved in program implementation. Positions also perform day-to-day program activities including meeting with clients, evaluating health information, and participating in public health events.

Typically requires a Bachelor’s Degree and 0-2 years of experience.

Public Health Program Specialist II

Second-level professional position accountable for researching, consulting, planning, promoting, implementing, or evaluating a public health program, service, or grant or implementing environmentally influenced public health laws and regulations. At this level, employees provide assistance and guidance to partners, contractors, and agencies involved in program implementation. Positions also perform day-to-day program activities including conducting inspections and surveys, assisting in budget development, and participating in or leading public health events.

Typically requires a Bachelor’s Degree and 2-4 years of experience.

Public Health Program Specialist III

Seasoned professional position accountable for researching, consulting, planning, promoting, implementing, or evaluating a public health program, service, or grant or implementing environmentally influenced public health laws and regulations. Accountable for supporting health program teams through accomplishing or contributing to components of more complex work or programs. At this level, job require a health or science-related background and the ability to conduct basic research and analysis (e.g. market research, audit of program effectiveness, budget analysis, etc.). At this level, employees conduct routine training for the public, identify best practices, and research and develop components of future programs for implementation.

Typically requires a Bachelor’s Degree and 4+ years of experience.

Public Health Program Specialist Team Lead

Supervisory position in which employees are experts in a specific public health related field. At this level, employees develop programs to respond to legislative and government mandates; draft and propose changes to current programs or identify program needs (e.g. immunization, drinking water programs) to legislative body; and coordinate work and processes of others carrying out activities related to one’s area of expertise. This may include overseeing implementation of grants to ensure adherence to set policies and expectations. Employee supervision includes hire recommendations; training; work planning, assignments, and review; and performance assessment, coaching, and progressive discipline.

Typically requires a Bachelor’s Degree and 6+ years of experience.

Public Health Program Specialist Supervisor

Public Health program position that manages specific activities supporting the planning, design, development, testing, piloting, rollout, implementation, and operational phases of a specific component within a large health program. These positions have supervisory responsibilities over professional staff and have input into setting a budget (e.g. HIV prevention training as a component of the state HIV program). Employee supervision includes hire recommendations; training; work planning, assignments, and review; and performance assessment, coaching, and progressive discipline.

Typically requires a Master’s Degree, 7+ years of related experience, and 1-2 years of supervisory experience.
