Human Resources Assistant

Vocational Human Resources position accountable for administrative work performing various phases of the Human Resources program with a distinct level of technical proficiency. Employees at this level are able to exercise independent judgement regarding procedures, rules, and regulations as they affect programmatic areas such as recruitment and selection, classification and compensation, employee evaluation, and other human resources services. The incumbent generally provides assistance to administrators, managers, supervisors, and non-management employees on questions or problems regarding general human resource administration.

Typically requires a High School Diploma or high school equivalency and 2-4 years of experience.

Human Resources Generalist I

First-level professional Human Resources position accountable for duties that are professional in nature and employees act as an adviser in the Agencies in one or more areas of human resources. Under direct supervision, positions are accountable for duties in agency human resources programs, policies, and procedures related to recruitment and selection, classification, salary analysis, benefits, appointments, and performance evaluation, and ensures work done is in compliance with relevant federal and state laws. Position may also be responsible for preparing reports at an agency or state wide level that can be used by managers and Statewide HR for the purposes of managing human resources costs. Employees at this level may also direct and review the work, such as payroll and related actions, of lower level employees.

Typically requires a Bachelor’s degree and 0-2 years of experience.

Human Resources Generalist II

Second–level Human Resources professional position accountable for administering agency human resources programs, policies, and procedures related to recruitment and selection, classification, salary analysis, benefits, appointments, performance evaluation, training and development, and employee engagement. Provides consultation and advice to managers, supervisors and employees on human resources issues including grievances, investigations and employee relations issues. May exercise limited supervision over lower level human resources staff.

Typically requires a Bachelor’s Degree and 3-5 years of experience.

Human Resources Team Lead

Human Resources Supervisory position which functions in an independent manner performing a variety of complex and difficult professional Human Resources generalist duties such as position classification, position management, recruitment, training, benefits, employee selection processes, and salary determination. Jobs at this level function as liaisons between internal divisions, departments, or sub-agencies, and executive staff regarding recruitment and selection, classification and compensation, promotion and transfer, employee relations, budgetary and staffing needs, and other personnel transactions. Employee supervision includes hire recommendations; training; work planning, assignments, and review; and performance assessment, coaching, and progressive discipline. Supervision at this level also requires these positions to have the knowledge and skills to perform and review the work overseen.

Typically requires a Bachelor’s Degree and 8+ years of experience.

Human Resources Supervisor

Human Resources Manager accountable for overall human resources management responsibility in an agency or the deputy to the Human Resources Director in a large agency. Accountable for planning and implementing agency human resources programs and procedures within statewide policies related to recruitment and selection, classification, salary administration, benefits, appointments, performance evaluation, training and development, employee engagement, grievances, disciplinary investigations, and employee relations. Ensures work done is in compliance with relevant federal and state laws. Provides expert advice to those who administer human resources programs and procedures within agency policies and procedures, rules and regulations, and federal and state laws. Works on project teams both within designated program areas and other HR program areas toward the end of enhancing statewide HR programs. Supervises professional and vocational level positions.

Typically requires a Bachelor’s Degree and 8+ years of experience and 1-2 years of supervisory experience.

Human Resources Manager

Human Resources Director accountable for overall human resources management responsibility in an agency. Accountable for planning and implementing agency human resources programs, policies, procedures and statewide initiatives related to recruitment and selection, classification, salary administration, benefits, appointments, performance evaluation, training and development, employee engagement, grievances, disciplinary investigations, and employee relations. Ensures work done is in compliance with relevant federal and state laws. Is sought out for advice and counsel by others in the human resources community based on the level of knowledge and experience required at this level in the family. Employees are also responsible for budgeting and organizational structure and design.  Supervises professional and vocational level positions.

Typically requires a Bachelor’s Degree and 10 years of experience and 3-4 years of supervisory experience.
